I'm a Lv40 Hunter, and I am roughly 12,000 Rep towards Exalted with Orgrimmar (I'm an Orc). I would like to get Exalted to get the cheapest mount possible, but in analyzing something, I noticed a HUGE discrepancy between Horde and Alliance, as far as Quests, and Rep Building.
The Alliance have, in their "Tier 2" ("Tier 1" quests don't bleed into the other city's rep):
Westfall
Loch Modan
Darkshore
Bloodmyst
All of these areas are Lv10-18ish, and their quests "Bleed" (25% added to the other Cities) into all Alliance Cities.
The Horde have, in their "Tier 2":
Silverpine
Barrens
And that's it. Ghostlands quests are all Tranquillien Rep, which does not appear to "Bleed" into the Horde Cities' Rep.
As one can guess, this would make it *very* difficult, if not outright impossible, to get Exalted at Lv40. Meanwhile, Alliance, especially humans, can do it without even breaking a sweat. Not to mention, Horde start out as Neutral to Silvermoon and Undercity (BE and Undead Start out as Friendly to each other, Neutral to the rest of the Horde).
Now, I Understand why Undercity and Silvermoon would be Neutral to the Horde instead of Friendly, but why so few "Tier 2" zones for Horde, and Alliance gets a million of them? Why doesn't Bloodmyst have its own Rep? I mean, shouldn't Bloodmyst have Hand of Argus rep or something like that, and you get some Blue Cape for doing *ALL* of the Blood Watch quests?
In closing, I would like to ask if it is even Possible to get Exalted at 40, or am I on a wild goose chase here? I have 12k (need 8.5k or somecrap) towards Exalted with Org, but yet, I am almost out of grey lowbie quests, I only have Silverpine left (which is predominantly Undercity Rep, so all of the quests added together will only give 25% of that to Orgrimmar).
